This is a tough top-heavy Allium with large ball-shaped white flower heads (12.5cm/5" across) on short stems of about 20cm (8"). The foliage is the thing though, being broad, glaucous, and subtly two-toned. 

Propagate by seed or division. Sow seeds near surface of light well-drained compost at 10C.
